The Capistrano Bay Community Services District was formed as a special district in December 1959. Prior to that time, the community operated as a homeowner association. The community was subdivided and sales of private lots began about 1928. The District was formed for the purpose of providing municipal services to the Capistrano Bay community. Pursuant to California Government Code Section 61000, the District is mandated to provide the following services:

• Trash Collection
• Street Lighting
• Road and Appurtenant Infrastructure Maintenance/Repair/Replacement
• Flood Control and Flood Control System O&M
• Police Protection to Safeguard Life and Property

These municipal services are funded through property taxes and user fees paid by the property owners. The District was founded and remains as a non-enterprise special district and is therefore a non-profit local government agency.

The District is governed by a Board of 5 Directors elected at large from the community. The day to day operations are controlled by a full time Manager and a part time secretary.

There are about 200 parcels in the community, consisting of 182 homes and 13 vacant lots. Homes range in age from those built in the 1920’s, 40’s and 50’s, to new custom homes currently under construction.

There is a single entrance into the community that controls vehicle access. The community maintains a 24 hour staff of gate guards and patrol officers who are charged with the responsibility of controlling access at the entrance and patrolling the community to maintain safety, traffic, speed, parking, loose dogs, beach bonfires, noise and keeping the fire lane open.
